Only 2 national wonders buildable in OCC

In OCC mode, only 2 national wonders are now buildable in a single city (like in a normal gam) whereas in Warlords there was no limit to how many could be built.

Correction: I actually had 5 national wonders built before the game declared that only 2 are allowed...

I have read that the limit is now 5, so it sounds like the explanation needs to be redone.
