Open Border, Beware!

The worst thing ever just happened to me. I was in a modern war with the Romans. Most of the fighting was happening at sea since they had a much better army than i did. My fleet (3 battleships, 3 destroyers, a carrier with 3 fighters) just got done sinking 2 battleships and a destroyer that came after me. Since we all took collateral damage, i pulled into my best friend's port, Germany, who was neutral, for some healing. Well, Germany also had an open border with Rome. So a Roman marine just walks into the German city and my entire fleet is sunk!! Talk about crappy! Is this supposed to happen??
 
oh, that's not good... you to check sometimes whenever you escape to a territory, if it is safe.
 
I'm afraid that does happen. I hate it when it occurs. Especially when i station loads of bombers in a neighbours territory and the enemy destroys them all
 
I always found it funny that you could fight battles inside the cities of neutral third parties. Seriously, can you imagine if Britain and Germany went to war and the Germans stationed their troops in Paris?

What a silly, stupid game flaw. I wish you could give Civ's ultimatums, like "Either Stop trading with Alexander or Stop trading with me!" Right now, usually you can't even ask a civ to cancel their open border with your enemy because it's usually redded out. And why would i have to teach them music to do so? The AI never offers me anything to stop trading...
