Open borders to city-states

Suggestion:
Add an option to open your borders to a city-states units.

Reasoning:
Currently having city-state allies during war can be great if they border the civ you're at war with, judging by some posts in General Discussion more so since the last patch. However they are not so useful if they border you and you're defending. The reason, there is no way to allow them to pass your borders, all they're good for is distracting the enemy.

Example: during my last game I shared a border with Singapore. They had no less than four mech infantry. China had declared war on me and had managed to land a couple of units on my southern coastline near Singapore (wouldn't have been to hard to deal with but I was fighting off Arabia to the west and Wu had a larger force on a continent just to the south). Anyway, I dropped enough gold on Singapore to buy the alliance in the hope that their forces would come racing out and stomp the slightly inferior Chinese invasion force into the ground.
Their only contribution, however, was to take a couple of artillery hits that could have been targeted at my mech infantry that was rushed from the Arabian frontier to deal with the landing forces. In the end the Chinese were repelled by using a destroyer to hoover up embarked units and paying Askia (who's territory the Chinese were launching from) to declare on Wu.

The problem I had in that example is that unless you are at war the units of a city-state will not cross your borders, even if it would be in your best interests. A simple "Open Borders" button on the CS diplomacy menu would solve this problem immediately, the question then becomes how long should borders be open and should this only be an option if a certain level of influence has been reached.
 
Would it be in the city state's best interests to go into your borders, or just your best interests? As much as you are meant to have an alliance with city states, they are still looking out for themselves. Is the reason they don't go into your borders because the best way they can look after themselves is by protecting their own city?
 
They would still be at war with the invaders so taking out potential threats in your territory would be in their best interest if there was no immediate threat in enemy/neutral/their own territory.
