Open borders while playing online help

I am having trouble getting open borders with other players when playing online. I can't figure out how to request it and have it accepted. Can anyone help please?

Open diplomacy. Offer open borders. Accept. Wait until their turn. They accept/deny.

I thought I tried that, but there was no place for me to choose to ask for open borders. I will try it again tonight.

You need to have researched Writing.

Humans are more reluctant than the AI about opening borders. They might not want you to know what they're doing.
