About one month ago, I stopped playing Warlords and started playing BTS for the first time. Today, I returned to Warlords because I wanted to complete an unfinished Time Victory game that used HOF mod 2.13.001. When trying to load the game, i get the following error message:

"The save file you have selected is protected to ensure that the assets in your mod folder have not been changed."

After hitting the OK button, the game crashes.

Does anyone know how to solve this problem?

Did you install BTS after you started playing your Warlords game? BTS modifies the dll files for both vanilla and warlords, so if you installed BTS in the middle of playing a game, then yes, your assets will be changed.
The base install was from before I started the Warlords game. The 3.13 patch and the HOF mod were installed after. Does that have the same effect? Is there a way to solve this?

In order to play that game you'll need to remove the effects of the 3.13 patch that BTS had on Warlords. I believe swapping the .dll can fix it. But you best bet it to reinstall both Warlords and BTS and not patch BTS until you finish the game. I may be wrong however.

I just went through this same issue.
Was playing a Warlords game that had lock modified assets checked.
Forgot about that and installed BTS.

Naturally, I couldn't open my save.
This is what worked for me.
Uninstalled BTS.
After doing this, Warlords wouldn't load. It complained about a bunch of XML files that didn't adhere to the schema.
I forced the re installation of the 2.13 patch for Warlords.
That did the trick.
