Opening embassy problems

I thought that when you acquired Alphabet, you could open up embassies. I've sometimes been able to open embassies when I recieive the technology, but not later in the game on an at-will basis. Is there a patch or am I overlooking something?

You cant open embasies until writing. And you have to have the cash. And you cant open an embasy with a nation if you are at war with a nation.

I think wulphstein is referring to the 'Do you want to establish embassies with everyone we've met?' screen that appears as soon as you invent writing.

If you meet other civs after establishing those first few embassies, you can either click on the tiny 'E' button in the lower right corner of the screen, or double-click on your own capitol's star. Either way opens up the Espionage screen, where you can (among other things) investigate cities, steal technologies, and establish embassies.
