Has the procedure of opening WorldBuilder changed since the release of BNW? I tried opening it by just double clicking it, and I got a message saying 'Allow Sid Meier's Civilization V to launch with the optional command line "\dx9 -Nexus 4320" ?
If you did not request this launch then click Cancel'
.
When clicking OK, the following error appears:

It works if you use the method of giving the WorldBuilder direct .exe link to open up and open it in DirectX 9.... that should still work, although I map scripts are broken (when the world opens, I get an error that certain map scripts might not work due to different game version or something along those lines)
