Oracle Monarchy

Playing with Babylon and I can't Oracle Monarchy (not a choice from the Oracle dialog). Is this intentional?

Note that I can research it immediately from my tech tree directly, that's why I figured it's some sort of intentional limitation or a bug.

I think it's because you can only oracle techs from the same era.

You're not allowed to beeline techs from the next era using the Oracle. That might be your problem.
