Other Civs and City States.

Recently moved to King level and starting to notice city states packed with units. Do other civs load units to them in preparation for future attacks?

biggest difference between king and the lower difficulties is that the AI is more aggressive and will create more militaryunits.

i can go an entire prince game been next to an AI and rarely have them declare war on me. on king its different, its always a constant war with my neighbours and there always throwing units at me. so yeah, king and up the AI and begins to make more units and is more aggressive. city-states build up a small army as well for defence.

Hey thanks for the reply ..I agree king is much more aggressive.. I notice alot more units in city states that are allied with other civs.. makes me think they are gifting units and planning attacks.

Nah, all the AI (including the city states) build bigger armies on higher difficulty levels. On deity, most city states get more units than their territory can hold.
