Overland map won't scroll

On a few occasions I've gotten stuck where the overland map won't scroll and my unit can walk right off the screen.

Is it a bug or intentional that clicking on the globe map in the lower left doesn't do anything? I miss it centering the screen where you click as it does in Civ4.
