Overthrowing Governments

At what point should the people demand a government overthrow if you're playing badly enough? My hunch is to say if your finances are way in the hole, they should demand a return to an old government.

I say this because, thinking of the French Revolution, it's like France dropped a Monarchy government and returned to a (Napoleon) Autocracy, incurring some Anarchy turns.

Yes, this with finances is good idea, also if you go in unjustified war, if you have a endless war, when you are losing wars badly, when you are declaring war by war to other civs.
