pact of secrecy option not available

i've played civ5 on difficulties one through 5 and i still haven't found an option in discuss that is for the pact of secrecy. did a patch remove it or what. thanks in advance for help.
 
I think the Pact of Secrecy was what is now Denunciation (which is ironically a public act). If you look at the same discussions of Civ V diplomatic options that mention pacts of secrecy, they don't mention the denounce option.
 
Pacts of Friendship/Secrecy were removed and replaced with Declarations of Friendship and Denunciation. Basically, the entire idea now is to declare your friends and then become friends with similar people (being friends with those who are friends with each other will reinforce things).

While I don't miss the actual declaration of secrecy (they never seemed to conspire much against the civ you're supposed to be conspiring against). However, I do wish you could request that a civ denounce or make friends with a third party civ.

I used pacts of secrecy to great effect. In one of my games I used it to turn Genghis Khan and Alexander the Great against each (they had the strongest armies and I didn't feel like dealing with that problem) and it worked perfectly. They once were friends but through these pacts and well placed bribes they destroyed each others armies, allowing me to go in for the kill. I hope they bring them back in a future patch
 
Yeah Declarations are GREAT until you get a higher score than your friends ...then they all turn on you. GREAT CHANGE! not.

Worthless...it is better to go through the game as long as you can without any use of the "Diplomatic" options. One of the worse things about the game is you can't use many of the components without experiencing unintended frustration.

There are some hints at an effect in the xml files if you look at leader stats. It's not very transparent, but there are varying degrees that the pacts affect them. I don't know any more than that, though.
