If I move my palace during the course of a game do I lose the culture value of my original palace. The original one is very old and therefore builds lots of culture points. I am loathe to move it but it would help the empire.
 
You'll keep the culture points already generated in your previous capital, so your borders won't shrink.

But the new palace will of course only generate 1 culture point per turn since it's not 1000 years old.
 
Your new Palace will produce 1 culture per turn while the old has an age bonus already. That`s the only thing you`ll loose, even if your old capital falls.

Since the bonus is likely only 2 c / turn (aas much as a new library) or 3 at most, moving the Palace to minimize waste / corruption should never be influenced by culture reasons (unless you move it into a city that otherwise migth flip and has important wonders!)

The culture bonus is doubling, not a certain number of culture points. I.E. Palace: new=1, old=2. Temple: new=2, old=4. Library: new=3, old=6, etc.

two times one is still + 1.....
