I do something about whatever disaster is about to fall.

G1K flies to Osaka on the Baghdad card, grabs the Osaka card, goes to Hong Kong

Marcher goes to Hong Kong and delivers red card if needed-card transfer black to Marcher and cure

Syn goes to a good spot in yellow land.

I go to Hong Kong and give Marcher blue cards

G1K cures red and starts vacuuming cubes before we lose

Marcher cures Blue and beats feet to yellow land

we all get yellow cards to Marcher

Marcher cures yellow and we win on Marcher's third turn from now...is this a viable time line?

Synsensa felt time was running out. He knew that Blood Flood had to be cured, and he had one of the keys to the puzzle. He had received a letter from a friend in Osaka, who possibly had discovered a sequencing for the disease. He caught a flight from Cairo to Hong Kong, and soon enough he was settling down in Osaka, wondering if this would be the key.

[Synsensa is now in Osaka.]

Three things will happen.

1. The Infection Rate will increase:

2. The bottom Infection Card is drawn, and that city receives three cubes.

3. The Infection Deck is shuffled, and the cards are placed back in the Infection Draw Deck.

Yeah bc it says "Take 2 more actions" but you can play it on another player's turn, so they take the actions.

Okay, so, I guess I don't know what the value of Marcher's card is. Since the epidemic card puts the used cards back on top, what does rearranging them really do? We're going to hit the same cities again and again per epidemic anyways. No?

OK, it changes the order of when you draw them. Everything is normally random but you will know the next three turns.

Also if you draw an Epidemic before you get back to where you were, only the already used ones get shuffled. The rest will be under those.

Epidemics come at different times. You can always check if you are about to get one in the update with the amount of cards that could contain one.
