Pangea maps starting position

I've experimented starting a few pangea maps in a multiplayer game with only myself for testing purposes. I set the era to "future" so I could immediately see the map.

I was creating a few standard size maps with a high sea level. What I noticed is that what often occurred is that there was one main continent and one smaller island. Also the 8 civs all start on the main continent. Is this always the case, or could occasionally civs start isolated on the smaller island?
 
No they can't. That's the purpose of Pangaea. All civilizations start on the same landmass.

I noticed city states start on the small island, but if civilizations don't, that's what I want.

It's like a poor man's "Terra" map from Civ4 then.
