Well we don't need Cislunar space around other planets:You make it so that you wouldn't have a 'profitable' outpost if it's just floating out in space - maybe it's useful strategically but it will cost you more than it can really produce. Make it something you want to not put everywhere you can, but only in a few key locations at most.
You'd want to get cities(stations) to take advantage of the belt mining though. Buncha beltalowdas out that way mang!
Originally it was meant to be only around Earth.
Mercury, Asteroid Surface, Gas Giant and their moons except Titan have Jovian map category.
But everything, that requires Jovian mapcategory also can use Solar System mapcategory.
So technically deep space colonies are Cisjovian, if they have any such terrain nearby.
There is no space building, that requires multiple different terrains at once.
In fact <PrereqAndTerrain> effectively is unused: Where it is used, only one terrain is listed there.
