I've modded my game so they start with commando, there much more useful now, right through to the later stages

good idea... or better yet

..have paratroopers attach themselves to air unit, and paradrop range would be equal to attached air unit's range, so on up..

I have only found two real uses for them - taking nearby islands or land masses where I don't have a transport handy, and pillaging areas that I would normally have to fight through.

Handy for taking barb cities that are on islands near you if you don't want to bother sending a transport.
