Right-click on folder. Select Properties. Select General tab, click Advanced button. There's a "Encrypt contents to secure data" check box.

I beleive there is a way to make it prompt login anyway. However, it might be more conveinent to find a program to do it.But I am the only user on my computer, so it doesn't even prompt to login at startup.
