Patch 1.09 slows performance down even more!

I have an AMD Athlon 2200 w/ a GeForce FX 5200 graphics card. I play BF2 all day long w/ now slowdowns. But when i start up Civ4, the intro is choppy and now is worse w/ the new patch. Game play is ok for about 3 turns then slows down to a crawl leaving me no choice but to restart game just to go another 3 turns. To be honest w/ ya it was better w/ out the patch. If you have any ideas PLEASE LET ME KNOW THANKS! Its a shame to pay this kind of $ and not be able to play as one should.

P.S. I do have all the latest drivers...
