We traded it a few turns ago.

I don't really have anything wrong with a government in exile, but of course, I would say that. ;)

What do the others think? I'll give it up if it's deemed cheap.

Unlikely city flipping (which was not in the rules so was a "gray" area) this rule was included from the start in the rules so I didn't see a problem with it.

But I'd like to hear the others opinions, specially Semental.

Thanks, I was trying to avoid the issue. Are we just playing a regular civ game or a historical re-creation game? I would expect in a "normal" game, that the flipping would be OK (fair or not) and swapping a city keep a civ in the game not OK but not necessarily banned either. As a re-creation, I cannot see the flipping being viable (troops would hold a city regardless of the propaganda unless there were no troops there). As a government in exile argument for gifting a city, I suppose I can live with that. But, it would have been nice to have the conversation when we started rather than now. Would it be OK to have Italy get a Chinese city to keep them in the game and points on the board? If so then it is fine with me.

Maybe we should designate an impartial arbiteur of the rules.

In my opinion, yes.

I see it more from a historical perspective. Germany did save the Italian fascist government from falling the first time, there was a lot of exiled Governments during the German ocupation, etc, etc.

Regardless of the decision, we should move forward.
