Peace with Babylon?

What do we do with the cities that we get as a result of this peace deal? I think this is under the remit of Internal Affairs, but if we get these cities we will need to deal with them promptly or just have them flip straight back to Babylon so comments please.

My thoughts:

Eridu and Kish – 2nd Ring Babylonian cities – almost certain to culture flip, therefore donate them to someone else. But who? If we donate them to Germany or Russia, Babylon will just take them back immediately in the war. That leaves India, Greece and Egypt. These cities would fit very well with the Indian territory moving India from 13 to 15 cities, but do we want to strengthen them that much?, they have a city on our doorstep in a place that is second ring for us, so we have a potential war with India. Egypt and Greece are on another continent, it would make life interesting for them having cities in Babylon’s backyard and possibly lead to conflict – who do we most want to see at war with Babylon? Perhaps Egypt, then we can take the opportunity to remove Egypt from our lands while they are also occupied with Babylon.

Shuruppak and Nippur – on the peninsula, possibly we can keep these if we can get a garrison there quickly, using the galleys in relay. The other option again is to donate them. In this case Germany and Russia might be candidates for these, as Babylon may not have sufficient troops in that region to take them straight back or again Egypt and Greece.
 
Should we gift them, we should gift them to a civ not currently in conflict with Babylon, and unlikely to be in conflict in the near future.

Futher, this civ should be fairly far from those cities. I want those cities to be of no benefit to that other civ.

I like Egypt as a possible target, errr, willing acceptor of this gift.

So we now have Shuruppak, Nippur and Eridu.

Shuruppak and Nippur are good enough cities that, if we rush some defense and start some culture and/or courthouses, can become valuable cities. Or we can start galleys there straight away for the "Great civ-meeting quest". I think we can keep them.

Eridu however is 2nd Babylon core, bordering India, not very good. Keeping this city won't help us a lot and it is likely it'll draw us into war by sneak attacks and igniting some immediate War Weariness by it's loss. I think we should gift it. Preferrably to a yet unknown civ. If that isn't going to happen soon, gift it to our Allies and weak civ: Russia. If we're goint to make 1 civ happy, why not our closest (scientific) friend ??
