People-less empty districts

Does anyone else feel like cities and districts feel empty? I think there should be little people going about their day in them. Anyone else feel that way? I mean, I could understand why other games did not have this because of the tech available at the time... but now? There is no excuse for these empty districts.

Sometimes I honestly feel like my citizens are seagulls.
