Permanent Alliances with an AI?

Is this possible? I didn't see anything in the manual or civilopedia saying otherwise, so I wanted to see if I could get an AI's relations built up to the point it would agree to become a game-win buddy. First I achieved Communism which supposedly enables them, but nothing showed up on the Diplomacy options. Then I pulled for Fascism since that also said it enabled them, just in case you needed both. Still nothing.

Is this only a possibility in multiplayer games?
 
you have to choose custom game at the main screen. and then check permanant alliances.
 
In my first game, I managed to form a permanent alliance with Catherine. I had friendly relations at the time, somehow I doubt it's possible with less. Also, you have to share a war or a defensive pact for a LONG time (I didn't count, but it seemed like around 100 turns or more).

After waiting impatiently for the option to be enabled, in the end Catherine came to me with an offer for a permanent alliance.

I didn't see any benefits from it though - Catherine didn't really help with any of my wars, and when I was trying to win the space race she started building the engine in a small city and I had to wait 30 turns for it to finish. When it finished, another civ had only one part left.

I almost lost because of the alliance.
