Permanent War?

The other day I decided to continue my single-player game. During this session, I fought Japan and took a city from them. This city used to belong to Sumeria (Which was defeated about 50 turns prior). I liberated the city and it returned to Sumeria, however, since I was at war with Sumeria when he was defeated, we were still at war even with I liberated him. However, if I try to attack him it tells me the only way to do so would be to declare war. (But aren't we already at war?). I tried to make peace with him, but if I ask him what he wants to accept the peace treaty he says he won't accept the deal no matter what, but if I give him anything (Even 1 gold) he will then accept the deal. All good, right? Except that after the deal was accepted (And I traded him the 1 gold) it said we were still at war, but I could move my troops into his land, and I could continue to make peace treaties with him, but nothing would come of it.

The patch I was on was 1.0.0.26 (221715) on Emperor. I also used the balance mods that the No Quitters steam group uses.

Note: If I do declare war on Sumeria it just becomes a normal war between the two of us. I can attack him normally.
