Petra without desert?

In my current Archipelago game as Polynesia, I noticed I can build Petra in my capital, but there is no desert nearby.

As I continued playing, Petra was just built by China in the city of Shanghai. It is built next to desert.

Upon further continuation, I became allied with the city state of Ragusa, who have 3 coal. I am not receiving their coal, though.

#1 Not a Bug: The Mountain NE is on desert.
