Philanthropy do not work always (GEM 1.8, CIV UP 49)

Philanthropy: +33% from gold gifts to citystates.
There are displayed different amount of influence when gifting gold to city-state:

some city-states:
250$ - 10
500$ - 25
1000$ - 50

and other city-states:
250$ - 15
500$ - 35
1000$ - 75

Did the second group of citystates have the gold-gift quest active? I don't think the mod changes the way this effect works.
