Pillaged improvements still cost maintenance. Bug or feature?

I made a point to pillage maintenance improvements, especially terrascapes, so they won't be a drain on my energy while the city is in resistance and I don't have to move in workers right away to change things.
Recently I took a city with terrascapes which I had pillaged and then when I went to replace one my income went up by six energy.

So is it a bug that they still cost you or is that intended? And if it was never actually decided specifically to be this way, then should pillaged improvements still cost energy, or should they be free until repaired?
 
It makes some sense to me, as it makes pillaging that much stronger the earlier you do it. But I agree that it's really annoying that you have to pay the full price for pillaged improvements when you're razing the city down anyway, or if a capital is fully terrascaped you need to figure out how to get a crew of workers in there as fast as possible after you capture it.

I don't think pillaged improvements should be totally free, however they do need a significant discount. Repairing an improvement is much quicker than building one from scratch, so you're getting a benefit from those pillaged tiles whether you want it or not.

IMO a good fix would be discounted maintenance on pillaged improvements, AND giving military units the ability to completely erase improvements in their own territory.
