Placing Cities on editor

Hi everyone,
I have civ 3 complete.I have no problems at all editing worlds however I dont have an option to place cities when using the editor...am I missing something?It doesnt mater which editor I use civ 3 editor generic ptw or conquests editor...all 3 are greyed out...any ideas would be helpful

well you have to have a set activ player, you cant have a city with no owner. you need the city to belong to a civ not to n one

as he said, you need to select a civilization that you are placing a city for. (i.e.-player 1, player 2 etc...) Im not 100% sure, but im pretty sure that the blue shield is what you press to select which player you want.
