Plague 4EVER in some cities

While I was playing the sheiam I raised the AC like mad and the plague occured
and all my cities went to pop 1 for 8-12 rounds without growing(was expected)
but after a lot of rounds I saw that my only AV bud's cities (Rhoanna) still were on pop 1 while mine were all 10+-2
same for Deirdra,Sabathiel and almostly for Hiantrough (One 3 pop and one 2 pop 4 pop 1)
only the ljos cities are big like they should be (I didn't mention the Bals 'cause I killed them just before wirting this
(His capital was pop 9 and 2 pop2 andd 1 pop 1).
So why do in almsot all AI's in my case the cities stagnate forever (Plague 4EVER as mentioned)

Open WB and put in their cities shadows to see what's going on in there.

Oops I fogot that option but I thought if the AI is able to recover from the plague in some cases like it should because the ljosalfar had real big cities(3 13-15 and 1 16)
