In my vain quest to find a good start position, I've rolled a dozen maps (damnit Sean Bean) at young age, which is supposed to have more mountains, and all of those times... not even a bunch of hills together.

Don't know if I'm just unlucky, or if there is something broken in that mechanic.

The option is more or less effective depending on map script. Try fractal.
