Combination of options is a valid scheme (aggregate all the "yes" vs. the "no") but that has to be specified when the poll is posted.
Post more polls! Right now it is "later". We're also in extrememly different circumstances than when the bulk of votes were cast.

Later has NOT won, NOW has won. We merely need another poll to decide whether we want them everywhere, or only selected places. Even if you combine later and never, the votes for now win 22:13, a sustantial win. There is no way that this poll could be interpreted as a vote for later, exept in the most superficial sense.
