Here's my take on it:
The poll is valid. According to the literal posting, no immediate action is authorized ("Later" won the most votes and the wording of the posted poll was that the single choice that received the most votes would be followed.)
Combination of options is a valid scheme (aggregate all the "yes" vs. the "no") but that has to be specified when the poll is posted.
Post more polls! Right now it is "later". We're also in extrememly different circumstances than when the bulk of votes were cast.

I am not sure what you mean. According to my first post, "Later" is in a few rounds. You call this poll valid and no immediate action is authorized. Is that the same as "immediate action is unauthorized" or "prohibited"?
Then you say "now is Later". I am confused... Can you explain again?

It's been a few rounds, by my count. Regardless, Freedom of Speach is guaranteed in the constitution. Nobody is allowed to stifle your ability to post polls, even you yourself.
For the purposes of this poll's results, planting spies would be specifically prohibited. The choices were essentially "plant spies" and "do NOT plant spies" and not planting spies was the highest single category.
"now is Later" was my confusing attempt to point out that "Later" is relative. Compared to when the poll was posted, it is "Later" right now.
Cyc - Was the actual posted poll changed? I was commenting on that only, not the follow-up conversation, as I view those (proposed?) changes as invalid.

I apologize to the majority of the citizens for poorly writing this awful poll and feel I have let many down. As I have explained, it was not by design or for my own purposes and I have even tried to fix the situation. I have learned from this experience and will do my best to avoid future mistakes.
"Later" has won and no further voting is necessary. We may now take the spy topic back to the discussion thread. We must determine when "Later" will be as I said in my first post "in a few rounds".

Later has NOT won, NOW has won. We merely need another poll to decide whether we want them everywhere, or only selected places. Even if you combine later and never, the votes for now win 22:13, a sustantial win. There is no way that this poll could be interpreted as a vote for later, exept in the most superficial sense.
I agree. How is this happening? 2/3 of the population voted to plant spies NOW, and we are waiting, seemingly indefinately, for the leadership to post follow up polls to determine where we should plant them.

Well, many votes have been cast since the first turn chat that occured after this poll commenced. As I write the vote is 11/12/12/1/0. Not even the term three presidential election was that close!

We already have a spy with the Iroquois. There are some countries that need a spy planted and others that we don't care that much about wasting the 100 gold, such as the backward Roman empire.
There are 23 votes for spies either everywhere or selectivly.
And 12 votes for spies later.
And finally one vote for no spies.

Greece would be another to forget about. Who needs a spy there? India would be nice but I wouldn't chance pissing off Gandhi. It definitely is going to vary by civ so there should be polls for each one.
I formally request that polls be opened for each civ to determine where we should plant spies.
