Does anyone know if building an oil rig in allied city state count for a plastics boost?

Never tried it but if yes, this could be huge for my oil-starved games. Never occured to me until now that this might work.
 
I believe that the game will check if you have the improvement inside of your territory in order for the boost to activate. So I don't think that building improvements inside of city-state territory will grant a boost for any techs or civics, including Plastics.
 
In a recent game I played, I improved a city-state's uranium and it didn't get me the boost for Venture Politics - I assume that other improvements would work similarly.
In addition, I think that in order to give you a boost, the game will check if you have the improvement inside of your territory. That's why when you conquer a city, it can still get you a boost, even if you technically didn't build anything. As such, building an improvement inside of a city-state's territory won't give you the boost, because it's not in your territory.

Then the boost description should be "own an improvement" and not "build an improvement".
 
I was playing Hammurabi and built an oil well in a minor state where I was suzerain; I did not get the eureka. 4 turns later, built one in my territory and did get it. Playing gathering Storms.
