Playing as the Frozen, civics seems to be, uh, frozen

Hi all... First off let me extend my thanks to the developers of WildMana, it's amazingly good.

On a recent playthrough as the Illians, I completed the ritual that summoned the Frozen into the world and decided to try playing as them. I'm a little ways in so far and have finally figured out how the Frozen Souls mechanic works (I'm kind of a FFH newbie), but I have a few questions.

(Apologies if this isn't the right place to ask this. BTW, I'm running the most recent WildMana patch, I think it's 7.4? and I have Civ 4 / BTS from Steam and it's also up to date.)

1. Am I mistaken in thinking that the only way cities will grow is via Frozen Souls? My workers seem to be unable to build farms or cottages (and I'm at a bit of a loss as to what I should have them do in the first place).

2. I seem to be unable to change any of my civics by going into the Civics advisor and choosing new ones. The screen comes up and I can choose options, but there's no "revolution" button to click, so I can only cancel out and I'm stuck on the basic civics. However, when another civilization asked me to adopt their favorite civic, I was able to do so. Is this a bug, or am I just missing something?
 
1) yes frozen souls is the only way to gain population
2) Do you have a screenshot? I tested it and it worked fine. Keep in mind that if you did a revolution recently you cannot revolt for a number of turns.
