Please Help: How do you make a war pact?

If i wanted to ask Germany to team with me in a war against America for instance how would i go about doing this?

1. Build Embassy
2. Declare war on America
3. Place 'Military Alliance vs. America' in diplomacy screen and ask what they want.
4. Haggle a bit to get the best deal and then accept.

how do i build embassy? the only way i knew how was when the screen pops up when you have acquired the skill of writing (i am new to the game as i only purchased it yesterday... i did play civ 2 but the gameplays are different)

There's a symbol on the right side of the information bar under your capital you can click on.

There's also a little 'E' down below a little 'D' in the botom right corner of the screen, to the right of the info box that gives basic info (turns to tech, current unit info, etc.) Careful when using this one as you may accidentally end your turn if that is the option flashing at the top of this info box.
