I've only primarily played vanilla Civs 4-5, but as I understand it a 5 expansion had it as a unique Dutch ability. However, while they are among the most-active polder-builders, they are pretty universally used around the world.

I would think it reasonable for all civs to have the option, or at least all expansionist civs to build in later stages when there is no room on nearby land.
 
Perhaps it could be a "leaf tech" to construction. Assuming it's identical to the civ 5 polder. So not every civ will automatically build polders on marshes, but civs which have a lot of marshes will use them.

Though are you also talking about polders on the coast tiles?
In that case perhaps it could be similar to the civ5 polder mod which allows building on coast tiles, if there's 3 adjacent land tiles.

I'm not sure if they should allow both naval and land units to travserse them though as the mod does.

Polders feel a little too niche to let anyone build them. They work better as a Dutch unique.

Plenty of things that are uniques in the game arguably applied to more than one thing, they just weren't quite as universal, so they get narrowed down a bit.
