Hi all
I'm having problems filling all the policy slots, I'm not sure if that because they're not actually available to filled or if it's something I'm doing wrong.....
I have tried different governments, I'm currently on Merchant Republic. There are 3 slots filled, and three that say 'drop a policy to slot it here'. I can select different policies but they just replace what is already chosen. Does that mean I can't fill those slots yet, and, if so, how do I get them 'unlocked'?
