Yes the pre-gen resources stay, even If they weren't visible before the change.
But depletable resources will not re-appear on tiles that once used to be the appropriate terrain for it
 
question. one builds factories. then get hoover damn. should you not build a coal plant? what about a nuke plant?
 
No, don't build coal plants if you have hoover dam. Sell your existing coal plants. As for nuclear plants you can get them in you core cities later on. They add +50% compared to a hydro plant.

Note: if you build the Hoover Dam even the cities without a river will still have a working hydro plant in the city.

Noooooo!!! The factories increase the number of shields and the power plants increase the output of the factories. As it was explained to me, a power plant without a factory doesn't do anything.
 
Yes, that's true. So don't sell the fatory. And also don't build it in those 5 shields producing towns because it won't change much.
