well, if the aliens are allowed to attack them, then ignoring the alien ZoC would just mean that you can sneak into a place to get killed anyways.

"just not attacked during expeditions" is the simplest and most effective choice for balance at level 1, which can come very early, or not.

Well I the ZOC ignoring would
1. allow them to escape (move from next to alien->next to alien->a hill/forest between me and alien)
2. be paired with at least a +100%-200% defense v. aliens (so I can slip by, take 1 hit, and then run away to my goal)

but not attacked v. expedition would probably work (perhaps add the ignore ZOC so they can get to the expedition easier?)

Perhaps instead they could get +200% defense AND attack v. aliens (ie explorers are now little alien killers..but not even as good as your Soldiers..of course now you have Marines)

So it would be
Level1 Explorers get +200% v. aliens
Level 3 All units get +20% v. aliens
