Porcelein Tower without Rationalism?

A.I. just completed this wonder, and yet under the global politics screen they don't have rationalism, what gives?

If they opened the policy it doesn't show, it only shows once they take their first policy square from that tree.

The opener doesn't count as 1 Rationalism in the diplo tree. Hence you only see a maximum of 5 policies per tree in the diplo screen.
