Port Royal and Pirates in Colonization...

As some of you know I posted a mod I been working on called Privateers, Pirates, and Buccaneers and I have been working earnestly on the next update. Its going to add a lot of stuff. I am working on adding a feature where Cities can become "Pirate Havens" where it changes up how cities work some what. If any one is up to date on Pirate history you would know about Port Royal as it was one of the most famous pirate havens of that time. I am trying to simulate that in this mod.

Some ideas are that Pirate Havens will become a center of all your privateering. Where churches, armorys, and colleges give way to gambling houses, brothels, and smuggler's ports. Such cities do not generate crosses or education but instead will offer other things.

Right now I have it so that you can not build privateers but have to Issue a letter of Marque to ships but can only do that in times of war. So in Pirate Havens I am thinking you can turn petty criminals into privateers or buccaneers by assigning them to a gambling house or such. Just wondering if any of you have any other ideas on this you could share?

How a city becomes a pirate haven is pretty simple, as you plunder the trade lanes and ships you will capture a new unit called Plundered Treasure. You can then "spend" these in your cities which doesn't return gold but instead adds to the cities "Pirate Affiliation" or PA. With enough PA you can build new buildings and such and even start to "smuggle" goods to Europe to sell, the ones you can't trade any more because of some Tea party or another. All these activites will slowly change your city into a full fledge pirate haven which offers several benefits one of which it gives your privateers an "Evasion City" just like Caravels have.

Also, sense Vanilla Civ4Col doesn't have much going in the way of Ships used on the map I have added more ways for the AI to use and acquire ships. So you will actually start to see them moving around a bit more and give you something for your privateers to have fun with. But be warned.. all that plundering and looting will draw the attention of some force of government or another and they will be sending out "Pirate Hunters" to protect their trade lanes!

Once you start to build the new "Pirate Buildings" all heck breaks loose and things change up a bit. So in order to restore "order" you have to build a Jail House. Then things can start to clean up, somewhat like Henry Morgan (who was one of the most ruthless pirates himself) did to Port Royal all those years ago.

Anyway, some of those things I have already modded in but some are in the works. But if you have any ideas on this pass them along!
 
This is a very interesting idea I don't know too much about pirating but I do think that your idea of issuing Letters of Marque instead of building privateers is great. I don't know if it's doable or not but you might want to consider making the pirate units work independently of you since privateers worked on their own for the most part (many also became full fledged pirates after the war ended.
 
You're a little late on this gpshaw, the OP was two months ago. Since the actual mod thread still seems to be going(the OP linked it in his signature) it would be better to post there then to bump this thread.

Yeah, gpshaw, check out the Mod for what all I done so far. In the mod you can take on the role of a Privateering Captain/Leader so you pretty much become the Pirate yourself and can do what ever you want, thus the units are yours to control. Lots of the famous Pirates and Privateers started whole colonies, controlled vast fleets, and pretty much did what they wanted regardless of the kings wishes. Thats what the Mod is trying to similate.
