Possible Bugs: Buying capitals/empires

So the first bug: You can buy capitals. Hiawatha conquers Babylon, I'm going for domination victory. I buy babylon off him for 500 gold. Shouldn't capitals be unbuyable? As in you have to take them militarily? Second Bug: not really a bug but a programing glitch for sure. I declare war on Hiawatha and take Montreal and Genesse river, he offers me peace and I ask for all his cities except his capital(as a joke before I kill him). He says that if I give him 4 luxuries for 30 turns he will give them all to me!!!???

Nothing wrong with buying Babylon, it's not his capital. Makes no difference for domination, either, as all that is required is that your capital be the last one in the hands of the original owners. As long as the Iroquois don't have their own capital, it doesn't matter if they own 6 others, you can still win by domination.
