Possible Japanese Zero bug

While playing the Zero unit (may be other fighters but with no worldbuilder cannot test) they have no range limit (or movement icons) showing up to do Interception missions however, it will say the mission was completed, if you click on a close tile. Even though it says the missions were completed it will not scout or remove fog of war. The limits DO show up for striking range for attack (just not in scouting).
