Possible or no?

Hello all. Having upgraded my graphics card has made Civ4 playable on my machine and has, as effect, made it a far better (Playable) game. But since I have no ability to mod this game as I wish, I am going to ask a hypothetical question or two.
1) Is it possible to make two sides with completely different units?
2) Is it possible to make it so that a city cannot be razed?
3) Is it possible to make a city in which the controlling civilization gains a unit simply for posessing it?
4) Is it possible to make this city provide a different Unique Unit for whichever civilization controls it at the time?

Hypothetical in large, since I dont' know how to make my own maps/scenarios/units, but still, I would be interested to know the answer.
 
For a scenario you could make possession of a city give a unit by placing that city on a resource that is needed for the unit, but not found anywhere else. Also buildings can be prerequisite for a unit, and if you wanted there to be only one you could make it a great wonder. You could have each civ get a different unique unit from the same resource by giving each civ a free untradable starting tech (prerequisite Future Tech 10) that is needed for the unit. As for sides having different units, that's just making a bunch of unique units and getting rid of the regular ones.
