Possible relocation of Ise

Novgorod is clearly going to grow larger than Dapperdan!!! We want Ise therefore to be further away from Nov and closer to Dan. Very Simple. Plus site #4 is way cool.

I will start on the production of settlers in ise for a relocation immediately. I will attempt to have 2 - 3 settlers for the move.

I wanted to pass it past the citizens first. Yes, I know it is annoying. but what exactly is the library doing? I must admit the library was more of a waste than what I suggest. However if we sell the library we can make up what we lost.
