One More Turn...
It's a remote shoot, I don't have the problem in civ4, but experienced the same thing in C&C generals. The solution was to NOT use the latest drivers to my graphics card (a Geforce FX 5200 @ 128 Mb).
If you are desperate, try older drivers, might solve the problem,
but then again, just a guess
