Possible to force UN vote?

One of the AI civs has completed building the UN. I thought a vote would happen automatically, but it apparently isn't going to happen. I'm angling for the diplomatic victory in this game. Is it possible for call for a vote, or does the person controlling the UN have that ability only?
 
The civ that builds the UN determines if a vote happens. The option is available on the turn the UN is completed and about every 11 turns thereafter. If the AI is on bad terms with most of the other civs in the game, it won't allow a vote. If it does call a vote, it will probably win. When you want to go for a diplomatic victory, you really need to build the UN so you can allow a vote when you're ready.
 
I'm playing the COTM and am really behind the other civs. I was hoping by playing diplomatically I could go for a win, but alas, it appears not to be...unless....

At least it comes up every 11 turns, there's hope.
 
If you conquer the city with the UN - does it stay on the same 11 turn timetable or does it change?
(Will it ask for an election the turn after you take it?)
