possible to get 100 warscore without taking cities?

No, you can't get them to capitulate without taking any part of their territory.
 
oh damn. what i usually do is take cities but then give them back later.
but the warmonger thing.
thought there maybe a way to get score high enough without taking cities

Is it really impossible, even after stalling the war for like 200 turns and making them revolt for centuries, while killing everything they try to produce?

War score decays even during war. I don't think they could produce units fast enough for you to slaughter them in the numbers you would need to get to 100 on units alone.
 
Warscore also scales on pillaging, but still not a realistic option. Your current plan of taking cities and giving them back (you can sell them for insane money too) is the best option. Razing also will greatly increase warscore, meaning less cities captured.

This is the intended way of finishing the war early. Threaten the enemy with a genocide if they don't give the weapons up.
