Not sure if this is a bug, but currently, if a coastal city's boundaries expand out into the Ocean, you can freely sail your galleys into those squares despite them being unable to enter Ocean squares otherwise. Culture bomb a coastal city and you might be able to cross a shallow ocean separating your land from another?
Found cities on hills, or at least plains/hills combinations. Normally a city square ends up 2 food, 1 production, 1 commerce no matter if the base tile is better or worse than that beforehand. The only exception I've found so far is founding on a plains/hills tile, in which case the output becomes 2/2/1. Double your production, plus an extra 25% defense base for the city right from the start! Corrolary to this if there's a crap tile (ice, desert) surrounded by decent ones, consider founding the city on the crap tile so it benefits from the 2/1/1 default, rather than squandering the nice improvable grassland next door.
