Postponing social policy?

Hi, sorry if this has been asked before but I can't seem to find an answer on Google. Can you postpone social policies to save up points for a new tree? It says right click the notification bubble to postpone, I've tried that and nothing seems to happen, won't let me progress the turn until I choose one.

In the advanced set up options you can turn on policy saving.
