Potential exploit in 1.29f?

I've gone back and played a lot of modern age saves, during most of which I've built up a certain number of armies. However, I noticed something about the AI: It won't attack armies unless there's nothing else to attack. I did some testing, found a narrow strip of land, built a wall of armies and left an empty city behind. The huge AI stacks of Modern Armors that were approaching the city just simply retreated to the AI's cities.

These armies only had tanks and infantry in them, and probably could've been easily defeated, but the AI decided to retreat instead. Now, couldn't this possibly be used as an exploit? Instead of attacking (and probably winning) and then being able to take my lesser defended cities, they retreated, built boats, and went around, delaying their advance for quite a few turns and giving me an opportunity to recover and build up defence.
 
Yes, this a known "bug" and pretty exploitable. You can use it to lead AI units where you want them or simply prevent them from attacking units you don't want them to attack.
 
It is a known bug... AIs will never attack full health armies..
However AIs will always attack wounded armies...

Also, i've just experienced in SG the situation when AI would bombard armies I sent to pillage their land with all they have (artillery, bombers even cruise missiles)
 
Russia, in particular, for some reason like to build thousands of cruise missiles and unload them on advancing attackers. That's why I like to get rid of Russia early and often whenever I see them show up; seeing an entire stack of 50 MAs and 50 MIs go nearly completely down in one turn is not fun.
 
You can take an army of 3-4 infantry with x# of cavalary. Then move the army, move cavalary, pillage with cavalary, and move cavalary back under the army. March the whole group all the acrossed the AI's land and they will do nothing to your stack. It's a lot of fun to watch tanks just drive by you.

And people think that old out of date cavalary were of no use.

Yes, but they will bomb them and launch cruise missles at them. I had a healthy infantry army, poised to pillage the enemy's countryside w/ a stack of cavalry protected by it, redlined by cruise missiles and a bomber. Forced me to retreat, inorder to save my army.
