I've gone back and played a lot of modern age saves, during most of which I've built up a certain number of armies. However, I noticed something about the AI: It won't attack armies unless there's nothing else to attack. I did some testing, found a narrow strip of land, built a wall of armies and left an empty city behind. The huge AI stacks of Modern Armors that were approaching the city just simply retreated to the AI's cities.
These armies only had tanks and infantry in them, and probably could've been easily defeated, but the AI decided to retreat instead. Now, couldn't this possibly be used as an exploit? Instead of attacking (and probably winning) and then being able to take my lesser defended cities, they retreated, built boats, and went around, delaying their advance for quite a few turns and giving me an opportunity to recover and build up defence.
